Dear Tharun,
Every state revises its Minimum Wages probably one in a year. So this is the base for calculating an employees salary. the minimum wages are here below.

Now for the calculation part.
The MW for Odisha Skilled labour is 170 Rs.
So if a person is working for one full month then you should provide 170*26 i.e 4420. The reason you calculate for 26 days is the Minimum wages is inclusive of the weekly day of rest.
So you must pay equal to or above 4420 for your skilled labour in odisha.
Hope you got it.
So make sure if 30% of the CTC (i.e Basic) is above the calculate minimum wages. Then even Labour official have no quetions to ask.
