Learning by action is Experiential Learning.
Other types include Theory based, Observation based etc.
This quote is there perhaps to lay emphasis on ACTION as an important aspect.

I was referring to the BEHAVIOURAL aspects of HUMAN RESOURCES MANAGEMENT.
In the Different Scope mentioned by you, perhaps you could have started with Raw Material
Sourcing and Receipts as step to precede 'Blending'.
