Dear Seniors,

As a Corporate Social Responsibility we have already started OPD centre and providing Medical Aid with Doctor to slums & surrounding community below poverty line village at PHC Sub centre since last two months and found very good response from people.

Now these days Malaria & Dengue is spreading very fast and people are not able to go to hospital and take follow up of treatment so that we have planned and setup of Pathology Laboratory in Sub Centre so that it will help to make correct diagnosis and to start immediately diagnostic treatment.

This pathology laboratory perform simple investigation like Malaria,CBC, Haemoglobin, Widal test for Typhoide, RA test for Arthritis, Urine Routine, ESR, Blood Sugar, ANC Profile etc. which are not expensive but they play a vital role in exact diagnostic treatment.

Primary Health centre is agree to provide infrastructure facilities to start Pathology Laboratory at sub centre.

My question is that can we charge the money from villegers (not as buisness for the level of No profit no Loss) we are planned not charge the money according to market rate (Very Very Less Amount per test No profit No Loss) for the Blood Investigation –

Please I require your guidance.......

Please help me.....

Hello Saudagar Bhosale,
When you intend charging [whatever be the amount], then you CAN'T CALL IT CSR activity.
Suggest ask your Company to FIRST get the Definition of CSR right--this is the expense assigned/allotted from the Company's Profits [whatever be the percentage].
Going by the direction in which the thinking process within your company seems to be going, IF the suggestion does get implemented, the next step would surely have to be to 'cook' the account books--obviously, since the No Loss/No Profit charges need to be shown BUT which will be AT VARIANCE to the concept & practice of CSR legally & ethically.

Dear Saudagar,
Your company is doing a very good service for the locals. It should always be remembered in CSR, what is free is worthless. since you are providing the facility close to them, you can charge them for the actual expense. if you charge them a fixed amount, you will have to maintain detailed accounts to justify your expenditure. Hence, while you can provide the equipment and manpower under CSR (I presume the Primary health centre is of your company), you can charge them for actual expense of chemicals and syringe needles. In fact it should be your aim to do so, so that they understand the value of the service.

Dear All,
Primary Health centre is agree to provide infrastructure facilities from Government side ( Medical Officer & Grampanchayat) to start Pathology Laboratory at sub centre villege and can chrgr the amount ( Only expenses of chemicals & Kits) man power & fully set up of pathology laboratory is providing our company free of cost.
I have made one chart In that chart i have maintioned Blood & Urine Investigation diffrance between Market Rate that is 80/ Rs. (Blood group) & Our Companys Rate 30/- Rs.(Blood Group) Only expenses of chemicals & Kits.
I am still confused can we go ahed with this project please guide us.....

Dear Saudagar;
Best would be to find and contact a Rotary Club having a Charitable Trust. What ever you will donate, you will get 80G benefit of income tax. Secondly, everything will be done by Rotary and you will not have to do anything except paying Rotary Charitable Trust. You may only periodically supervise the activities of Rotary.

With Above suggestions I am little away that the charges you are asking for the chemicals....kits can be directly purchased by the required individuals will make this complete CSR .......as rest of things will be FOC from your end.

It is ok to charge nominal service charge so that people use the service judiciously. The service charge may be a small fraction and the balance costs can be borne under CSR initiative.

Dear Bhosle,

I am in CSR sector since 14 years. I never suggest CSR activity should be free of cost. Initially I was also in favour of charity services. When I understood the misuse of provided fecilities, I have changed my view and started activities using Participative Rural Aprpoach( PRA). What ever activity you plan in community do involve community stake holders. It may be the samll or bigger people will realise its importence only when their contribution involved. May be you can plan 90-95% from company side and 5-10% through community participation.

As per my understanding Health dept. has enough budget to address Maleria and Dengue issues. You can collaborate with Health dept. to implement the activity. Or else as suggested by Vibhakar Ramtirthkar you can also associate with like minded associations.

Please keep in mind that community is very sensitive. If any thing goes wrong community never tolerate you. My suggestion is -create the asset and hand over to PHC for maintanence or create asset and train Lab technician of PHC for doing necessary test. Do not enter for complete maintanence which will invite problems.Also you can work on preventive measures for the same. If you want further clarification call me @ 09449210028.
