I would recommend Halogen, if you have a very comprehensive and global performance assessment practice with multi/peer rating. However regarding software delivery and training, you may need to rely completely on online mode, as they are based at Canada and as per my understanding, halogen has no office in India, it seems. However you may explore further on this with Halogen team
If looking at a simple KRA based appraisal system with single appraiser/reviewer and normalization with provision to arrive at final score and recommendations, probably you could try the appraisal management system developed by Greytip, an Indian Company in to HR Software domain.

Although many HR love it, Performance Management is very close to being an oxymoron and can negatively affect employee performance. As an alternative, I would suggest that management spend a lot of time helping employees to do a better job, something all employees naturally want to do. The possible performance gains from this are measured in the hundreds of percent and all the stress and frustration both management and employees normally experience disappears.
