Greetings!!!!!
I have a doubt to the subject line mentioned.
I am currently working as a hr exe. and would like to enhance my knowledge regarding:
1) According to the company policy two late comings up to a certain time is considered but after two times half day is calculated for every late day
2) Is it possible to include attendance allowance in such a way that a certain percentage of basic is allocated as attendance allowance and the employee shall be entitled to this allowance only once he obeys to the above rule of two times late
3) Will this allowance has any effect on any compliances or anything else needs to be taken care for this

Hi ,
No. You can NOT allocate any percentage of basic as attendance allowance etc .
Attendance allowance actually should be directly related to the attendance of an
employee to motivate him to improve his attendance .
This allowance has No effect on compliances as compliances are mainly
related to basic + DA only .

Hi,
Think it your paying in such way then see the below example:
1. no PT deduction those are getting below 5000/-, for ex: one employee getting 4980, if it is take home salary. once u started the the attendance allowance policy you then if it more than that 50020 then you have to pt
2. you can adjust the late comings into late goings also.
3. or else you can award and reward them by every 3 months like best employee award in punctuality.

Answer : Yes, after two times half day is calculated for every next late day
2) Is it possible to include attendance allowance in such a way that a certain percentage of basic is allocated as attendance allowance and the employee shall be entitled to this allowance only once he obeys to the above rule of two times late
Answer : No, you may addon the attendance allowance but touching basic salary for that purpose is wrong practice
3) Will this allowance has any effect on any compliances or anything else needs to be taken care for this

Dear Ms. Pooja,
You have not specified the minutes or hours of late comings allowed. late commings two times - is it per month ?
Even if a company has a policy of allowing late commings two times (in a month ?), it should be restricted to certain specified minutes / hours, beyond which salary cut for the late hours should be enforced.
You can experiment with a revised policy of allowing two late comings in a month upto upto a duration of half an hour and where the late comings exceed half an hour, deduct salary for the total short hours. This way, you can bring in automatic decipline of punctuality.
Some companies also have Attendance Bonus scheme to ensure regular attendance, whereby the employees are paid a specified amount as attendance bonus on a quarterly / annual basis for not only punctuality in daily attaendance but also for not availing any leave in a month. You can consider implementing such scheme also.

It is a nice policy but understand the fact that there are several (Actually) genuine reasons that a person comes in late - Heavy traffic, Accident, Trains are exceptionally late, etc...

What we do in our firm is, we allow 2 late entry, on 3rd, we deduct half day's salary. The count continues from 1 again and on every 3rd late entry, a half day is deducted.

Also apart from the late allowance, we allow 1 late allowance exceptionally for bank related work. This is only once in a month.

Even if it is allowed, I would suggest not to do this. This will have a negative impact on people. As I said, there are reasons beyond our own abilities to overcome for coming in late. If this would be implemented, it would have a negative impact on the employees and they'd think that management is not caring about them and is not willing to take their point into consideration and just wishes to impose rules on them.

I understand that coming office on time is essential and in order that we encourage such practice in all our employees, I suggested foll attendance allowance scheme which we implemented in my organization.
  • People who are working exceptionally odd hours are recognized and thanked for.
  • People who are never marked late (0 late remarks) is given attender of the month certificate with a cash prize of ___ Rs. )
  • People who are late below the penalty rate (1 or 2 late marks) are given the title of Runner Ups Attender of the Month and a cash prize of ___ Rs

Fix a considerable amount which is big enough to motivate a person but not big enough that makes management look at it as an expense. Also note if more than 1 person are eligible, this amount is distributed amongst them.

This practice will give positive strokes to the employees and would generate positive competition for the said prize. Sure that would take time to sync in but after 3-4 months when they see you appreciate someone's effort to come on time, eventually they would come on time.

Since I suggest to reject the option, and also since this cannot be a practical implementation, this question cannot be answered.

Dear Pooja,

Late coming is a very serious matter, I have seen some people who are habitual late comers and there are few who are late due to reasons beyond their control or some emergencies. All the companies/offices/banks have policies on staff coming late. In some offices now they have flexible timings as if they come late they go late by completing required 8.5 hrs so they don't have any problem. Otherwise too you can deduct half day salary for 3 late comings is O.K but the definition of Late coming is restricted to 30 to 60 minutes maximum. You can't deduct half day for just 30 minutes late after 3 times in a month as it wont be fair. In case if the duties of an employee are such that he has to stay late daily in office due to some routine work you should not force this rule on that employee. Although the admin head must try to make people comes in time and they should be counseled in that way. I feel instead of making such a strict rule there should be some other way which should not be too harsh. I tell you long back I was working as G.M in one of the Government abroad, we had many employees who were habitual late comers so I had instructed Accountant to just mark the timings and round it to next hours and while making the pay just deduct that much salary.

Pooja, it may be a company, bank or any office where people are working for salary. It's very important to keep discipline but apart from that to run any office successful we require co operation and trust of all the employees and one thing is very much sure that co-operation can't be earned by force or penalties. You should counsel the employees not to come late and that will work better then just asking them to pay a fine.

On your 2nd point- In many of the companies there are incentives for regular employees and there are certificates of appreciation given to employees who never take sick leaves or coming maximum number of working days but these can be just as incentives and not part of basics as even if you keep one part of salary as attendance allowance you can't calculate other benefits like PF/HRA and many other related things on that allowance. Any your salary calculation will become very confusing apart from unacceptable to the staff.

I hope you will be able to convince your staff to come on time and also convince the management to be lenient on the staff who may have some genuine problem and good in work.

Regulation of late comings and attendance deduction is a part of company's Standing Orders and rules,which ordinarily cannot be changed,unless a certain procedure is followed as per Industrial Employment(Standing Order) Act,1946.
For improving attendance of employees, your management can introduce a separate attendance allowance policy.

Dear Pooja Tyagi & respected members.
Attendence Bonus is a good practice to boost the morale of an employee, specifically in manufacturing line rather than secraterial.
In our factory the person, who has attended the work for a particular month without any absenteeism or late mark, we used to add one day's pay in the wages payable in the coming month for which we used to deduct PF,ESIC.. If an employee has been punctual in whole of the year, we used to reward him Rs.5000/- as Ex-gratia and citation during the payment of Bonus.
Any how it is amoral booster for the workmen.
