You can start cross functional internal training sessions, wherein one dept will enlighten about their activities to other dept, and in this way everyone will understand and respect the roles they play in the organization. This is absolutely a cost effective ones, as this does not call for any external resources and only the utilization of internal resources.
This also will help self developments in the teams .
