I understand recruiting candidates is tough now - a - days. The best candidates are usually passive candidates that are currently and contentedly employed. These candidates seldom find themselves laid off, unemployed and rarely quit one job without having secured another one first. By interviewing candidates from the job boards you will gain many additional contacts through employee references. If still you do not find any such candidates try using networking.

For instant recruiting there aint any large strategies except to pervade on the peer group or social networking media connecting you to many professionals at an outcoure.
Some well-known sites like Linkedin, Facebook, and Twitter stores and maintains data on people/group & companies with respect to the concerned area that include their education, employer and profession. Try sending offline messages of your recruiting skillset & they would get back to you incontestably. You cannot expect resume at ease; need to have some patience and smart work.
There is a site "Zoominfo" which has a huge compilation of database to different skilled people, some others like "Skillpages" also serves the basis of recruitment.
