Performance Management System (PMS) includes Goals/ KRAs Setting & Tracking besides Performance Appraisal. But if the performance appraisal is only for competencies/ skills, and no Goals/ KRAs setting is done by the company, these two terminologies mean the same.
Some consider that 'Performance Appraisal' is a process while PMS constitutes a system which, in addition to the performance of employees, refers to the performance of the organization as a whole & also of each of their profit centers.

Performance Management System:
PMS exactly starts after PA process is completed in the organization i.e once employees performance mapping is done and based on their personality attributes and required skill set, they are categorized in different category say for example few employees fall in excellent categories, few in very good category and few in average category etc, then based on these parameters they are recommended for training, promotion, incentives etc. Its not that only corrective measures are taken to give average performer for trainingg but also excellent categories employees too are are to be given appreciation or recognition so that they continue with the attitude of excellence.. for further study refer book by ashwathapa on HRM.
hope it would clear your doubts,
wish u happy new year
