Dear Mr. Natraj
in my openion flame-able means those substance catch fire it self under favourable conditions, inflame-able means those donot burn it self. Highly flame-able are those catch fire easily under faverable conditions eg. petrol.

Inflammable means, Quickly and easily set on fire and burned.
Highly flammable means , highest readiness of capability of catching fire

You have hit right on the head of the nail, and you are right too.
Generally these terms are used by US and British in a different way.British favors inflammable and Americans flammable. Both are right and mean the same, ie easily fire catchable.
