Dear Mr. Webanup (Himanshu),
Legal proceedings will not happen by sending out an email stating that you join on a purticular date. [You haven't joined the Organization yet]. Albeit, even if you would have joined your document with them will not prove appeal. When even someone joins the company he is aid to be in probation which will not effect the same.
BOND's are also said to be illegal in INDIA. Therefore, you've no raison d'ętre to worry. It is just a parsimonious game played by such employer's for saving their sources. Relax and look forward to newer opportunities which you think could fasten together.
Good Luck..!

Don't worry, it's just some pathetic guy trying to bully you.
I don't think your contract says that once you sign the offer letter, you'd be penalized if you don't join. Remember, you are not a bonded laborer so resist any attempts which treat you as such.
