Hi, Yes, it is a mandatory holiday in Tamil Nadu. But there is an option to engage an employee, by paying double the wages or giving compensatory holiday for this.

1st May all this states have holiday as it is observed as Labour day at Assam, Bihar, Goa, Karnataka, Kerala, Manipur, Pondicherry, Tamil Nadu, Tripura, West Bengal, Orissa.
Maharashtra and Gujarat also observers holiday as they celebrate Maharashtra day and Gujarat day.
