All the employees are eligible to get the Payment for the National and Festival Holidays being declared by the organisation. If they attend duties on those days obviously he must be paid with double the wages for the period he worked as OT and normal payment also to be paid as the same is a Paid Holiday.

Dear P J Singh,
As i know The National & Festival Holidays will be provided to those employees worked in on rolls only. For those employees are working as daily rated will not be eligible for National Holidays.

Pl note that there is no central Act for national& festival holidays. Each state govt has enacted law on this.You please read the relevant law of your state.If in it ,the definition of employee is not excluding casual employee they also is eligible for holidays if they are 'employed' and fulfill the eligibility conditions.

You have to pay casual and daily rate workers for National Holidays and not for festivals. It is compulsory to give holiday with pay for 15 Aug, 26 Jan and 1May.

Three national holidays are 26 Jan, 15 Aug and 02 Oct and not 01 May.
Even the casual and temporary workers are eligible to get the Paid Festival and National Holidays and other Holidays declared by Local Bodies under Negotiable Instrument Act.

What will be 1 NI act holiday payment for a piece rated worker?
