I have a company in mumbai as the HQ and have several branches in India,in past we followed hiring of employees through centralization process but now we want to adopt decentralization in the company for every regional manger giving power of selecting employees in the company at a required level but one of regional send to all of their branch managers about to rewrite the job description ,job specification and sen to him immediately but the regional hr manager said that he was the authorized person to do this but the regional manager of the company did not listen to this fact and every body must follow his instructions.
how do you solve the problem between regional manager and Hr head in that region?

You can instruct all the Regional Managers to select their own region employees for running the show. But the HR Rules framed must be same for all regions. From HR you have to generate the Number of vacancies, Salary Structure, Eligibility of Benefit as per Cadre and Cadre per regional office manning and at all the places where it should be manned.
Please make the Guidelines properly get it approved from your MD and circulate to all the regional managers who have been given responsibilities for approving the selection process.
