I am asked to prepare a system on Leadership Development of a big chemical product company.
Right now employees of Management are just sent at random courses.

Your question is very broad and I believe it would help to identify a point to start working. Possibly you could look at the Competency Framework in your organization and what are the requirements for senior leaders. Based on the same you could look at planning long term interventions. (3-6 months). Use of psychometric instruments could give you data points for further developmental activities.

If you are interested to conduct the Leadership Development Programme (LDP) in right earnest then I can offer you a solution.

I have prepared comprehensive outline for 2-year LDP. It is far more than training. To implement this LDP, you need support from your top management. Secondly, alike "Management Representative" of ISO 9000, this LDP also requires "LDP Representative". He/she is to track the progress of the participants and record their improvement.
