Register of Deduction for loss caused to employer is need to maintained under Form II of Minimum Wages Act and Form E under Punjab Shops and commercial establishment act.
according to Act the definition "Deduction for damage to or loss of goods expressly entrusted to the employed person for custody, or for loss of money for which he is required to account, where such damage or loss is directly attributable to his neglect or default.'
Now i have a query that whether following deduction to be shown under this register :
1. Recovery for loss of I Card.
2. Employee Background verification expenses recovery
3. Notice period recovery.
4. Joining exp recovery.
5. Service continuity Bond recovery

Dear in my view i card deduction is ok rest other deductions are illegal.even i card deduction also should not be shown in this register

All the deductions are as per the acts and rules.

Nothing is illegal in any of the deductions.

Each and every recovery is legal.

All the deductions are as per the agreement between the employee and the company.

Let me explain you each of them

1. Recovery of loss of I card :- this amount is recovered when an employee has lost his i Card and apply for the new one.

2.Employee Background verification expenses recovery : - If an employee left the company in probation period than the amount is recovered from him.

3. Notice period recovery - If an employee has left the company without serving the notice of desired period then the amount is recovered from him.

4. Joining exp recovery:- If we have paid some amount to employee to be paid to his earlier company because of non service of desired notice period and the employee has left the company in prbation period than the amount is recovered from him/

5. Service continuity Bond recovery - If the employee has not served the company for the period for which he has signed the bond, which is generally 2 years, then he has to pay the amount mentioned in the bond which he has signed at the time of joining.

All these types of recoveries are done by almost every MNC, PSU and Listed companies.

Except the first one, issue of duplicate Id card, all are beyond the purview of Payment of Wages Act and therefore, not to be shown in the Register of Deductions. The amounts shown in the register is expected to be used for staff welfare activities only.
