u can provide leaves based on the employees and workers who are on company rolls, Leave policy differs from employees to workers.
u can prepare a format for leave policy which can be duly approved by the HR Head or concerned person.

First of all it is a very good initiative of yours to form a leave policy which will boost the morale of the employee.
In our Company we have 30 PL ./ EL and 8 CL
The CL cannot be forwarded / carried over to next year. Whereas the PL Can be carried forward.
Considering the nature of your industry you can give about 20 PL/EL and 8 CL.
CL can be clubbed with any holidays / RH (you can even give 2 days RH if you wish )
EL / PL has to be minimum 1 or 2 days ( 2 days to avoid frequent leave taking)
Also as you receive the response to this policy revisons / amendments can be made.
