Both are Differed Like Differed in Job Description Wise
IR is related to Industrial Relations...meaning...trade unions,strikes, gheroes....political parties...if you search on any of the search engines you will find lot of material on it to read. generically speaking..IR is applicable to companies which have a manufacturing unit or a factory...like taking care of employee issues of factory workers, maintaining a good relationship with the trade union leader so that no strikes take place...
HR is more of human resource management...activities like - recruitments, HR planning, training, OD, performance management...IR is a part of HR....hope this helps...

HR- is simply a term for the people working within an organization. The “resources” part of the term relates to fact that these people should be an asset to the business, in terms of their skills, attributes and ability to generate a profit. IR-A field within HR that refers to the relationship between the employer to employee and the employer to other employer and organization that provide support to both parties. IR specialists generally focus on the relationship between the employer and employees, unions, the regulations relating to labour laws.

ER- relates to the overall management of employees to ensure their productivity, engagement, professional development and wellbeing. ER specialists are HR team members who put in place systems to prevent and resolve employee issues which arise out of work situations.
