Hi Priyanka,
My understanding is that for payroll manager position or payroll executive position, one need to have minimum education of 1. "Commerce" for freshers, 2. better "inter CA" and 3. best "CA or ICWA". If you are a commerce graduate, I suggest you start working with companies and learn you way up.
There are various certificate course in market, but I would suggest you learn from experience. There are lots of nitty-gritty involved in payroll handling. Try working with Payroll outsourcing companies (or a CA), from whom you will learn a great deal and will give you know-how of dynamics of payroll funtioning across vertical of business.

You have not mentioned your strem but If you want to know about Payroll then you can join outsourceing company wherein u can find a lot of knowledge instead of any course with having experince.
You can find outsourcing companies on net.
