I was transferred from NTPC CPSU) to the Joint venture between NTPC & BSEB ( named as KBUNL). Is is legally possible to make such transfer from a CPSU to a Joint venture between the CPSU and its Joint venture

Why not?
Pl check your Appointment Letter of NTPC--there would be an appropriate clause about transfer/deputation of services.
BTW, what's the reason for your hesitation to report @ KBUNL?

Taj Sateesh is right. It is legal. But unfortunately NTPC also does not have a right transfer policy and the Executive association has not been able to get one in place. So long as a robust transfer policy is not there, the transfer & postings will be whimsical.
U may not have any other option but to join.

As long as your interests are protected, I don’t think any problem. In fact, JV size is not as big as NTPC and the real performers can shine. Pon
