I would suggest that you should implement the following strategy in your corporate office-
1) Incorporate or implement CUG (Corporate User Group) post paid plan which is best suit for your organisation.
Call various teleservice provider e.g Vodafone, Airtel, Reliance, BSNL etc. for getting a best suitable offer from them.
Study their comparative offer and network services.
Within the CUG , all user gets freebees services within the same zone/circle. Example-WB Zone, within the West Bengal circle CUG user can talk to each other with free of cost.That means they do not require to talk to each other through land line services.It reduces corporate tele bills drastically.
2) Fixed the mobile reimbursement limit based on business requirement and employee grade.
Distribute the CIRCULAR regarding CUG Offer among your employees and its limit of use and reimbursement procedure.

Hi......... you can fix maximum amount (per month) to speak. If Employee speaks more will deduct the amonunt from next month salary. but dont use call tracker method. kumaresan HCM

How to Cut Mbile Cost:
1- Provide Group/Corporate User SIM (All SIM in group free in a foix cost)
2- STD out going Blocked
3- GPRS, MMS EADGE or other Value Add Services are blockrd
4- Fix outgoing amount.
5- If any user over the fix amount check the calls, and also check his performance and gain in co. favour, if not found than deduct extra amount from salary and its shown the display board

You can Use CUG Plan Local/National,
You can fixed designation wise monthly entitlements.
You can Prepared Mobile Policy.
If employee speaks more then you should deduct the extra amount from the next month salay.
