The Mumbai university is offering diploma prorammes in labour laws and labourwelfare through some colleges in Mumbai.Similarly enquire whether Pune University is also offering similar prgarmmes.This apart, Baharatiya Vidya Bhavan offers diploma in Personnel mangement in Industrial Relations and the Maharastra Institute of Labour Studies at Parel Mumbai also offers diploma programme and as I understand their programmes are respected in the industry.However, you may verify at your end.Furher enquire with TISS at Mumbai or Wellingkars School of Mangement at Mumbai since they are also offering diploma programmes in HR related areas.

Check with Annamalai university which provided DLL diploma in labour law with administrative law... I heard it is a very good one. I am currently doing the same. ... check the website for more information... You can opt it under distance education also...
