Prepare the Orogansation chart with department wise with current Manpower Strength, later identify where the excess staff and supress staff are located. Make your proposal based on the qualification and experience you prepare the Restructured organisation chart. This you may put before your concern head and discuss with reasons to resuffel then start to shift the departmental transfers. - its one of the idea.
