This is not that much of important message to be shared with the staff through mail. It may not be in the line of thought as for as a business industry is concerned. You may talk to the indiviudal employees orally and conveythe message to them so that every body collectivel or individually congratulate your boss. This is purely a personal matter which needs a careful apporach.
