Do you know what your appointment letter says about NOTICE PERIOD before leaving job? Have you ever gone through your appointment letter for this, if not please read the same first.
Second, I understand that your company situation is not good and the issues are going on, made you feel like to change the job. This is obvious too in perspective of CAREER but if you have a clause of NOTICE PERIOD in your appointment letter that you have signed while at the joining this company, have to serve the same.
Else need to speak to your immediate Boss with a good reason or convince him/her to allow you to leave and if he/she allow you, can leave by compensating to them against your notice period.
About holding salary for the current month after resignation is also obvious but there is no need to worry bcz this will be paid to you at the time of your EXIT CLEARANCE with all other dues (after completing of your Notice Period or at the time of your leaving)
