Deduction from the salary of the employees,on account of PF,should be made on reaching the critical size of 20 which is the number on and after which PF contribution becomes mandatory.

In case you are already above the mentioned critical size you can apply to register your establishment with the EPFO and subsequently deduct the amount from the employees salary as provision made for PF submission that you need to deposit along with the amount as employers contribution once the pF authority allots the PF code to the name of your organization.
