Apart from asking the candidate for references, how do we thoroughly do a employee background check especially for a very senior position of VP? Is it ethical to approach the candidate's previous employers/peers without the knowledge of the candidate?

Dear Lubna,
In these days, employee background checks have become widely accepted. So even senior employees should have not issues in consenting for the same, especially if this is the standard company policy. It is always advisable to get the employee authorization and consent before initiating any background checks.
You can consider the following for this position:
- Previous/current employer verification (you could select past 3 employers or even more if required)
- Reference verification (which you have already mentioned)
- Social media check
- Criminal and financial fraud verifications
I am assuming that Address, Criminal (Police) and Education checks may not be necessary.
