Up to what extent hr should intervene in kra/goal setting of technical people.
HRA can provide the master KRA for the department containing the kra and competencies, it helps the indidvidual to select kra and competencies in much easier way , as technical people face problem , understanding the languages of kra and competencies..
but the selection depends solely on the employee, employee will select his kra and competency individualy or may consult with his immediate senior , but hr intervention is not needed.

As Performance Assessor member of the organization, should HR watch all the KRA/GOAL setting for its relevance to the JD and to monitor the process for its fairness.(so that any biases does not take place)
