Ramakrishna, just go back to the basics of HR activities. Training generally comes after appraisals, as employees need specific competencies and skills to fulfill their job requirements. Organizations provide training to meet these needs. Training and Development (T&D) is a learning process. More information will be available on the internet.

There is an interesting anecdote in Stephen Covey's book "7 Habits of Highly Effective People": a woodcutter was continuously sawing a tree for many hours. A man who was watching him work for some time asked him, "Why don't you sharpen your saw? It will make your task easier." The woodcutter replied, "How can I? I have no time!! Can't you see I am too busy sawing??"

The point of this story is that our skills, tools, and creativity get blunt after working for a period of time. Training and Development help in sharpening our saws!!!
