Skip-level meetings involve meeting your boss's boss. If the boss doesn't listen or is at fault, then his senior shall definitely help.
CEO direct is more like a hotline to the CEO.
Open house is akin to monthly meetings where anyone can raise an issue, and since most of the senior management is present, a prompt solution can be provided.

As Surya also mentioned, the Open House Grievance Redressal Forum is a platform where all the top management, managers, and staff shall attend, and anybody can ask questions irrespective of their profiles. They have to answer the questions. This, in fact, is a forum where employees and management are encouraged to feel that they belong to one family.
This forum generally opens with a presentation by the CEO of the company regarding the company's growth, benefits, success, etc., followed by question-and-answer sections. In this forum, everyone is free to speak and ask questions regarding the company and their job, but the questions should be professional.

Open house is intended to address employees' grievances directly to the board members without following the hierarchical channel. At times, the employee may not like to follow the conventional channel for expressing grievances. For example, harassment by an immediate boss, unjustified transfer, biased promotion, etc., can be directly reported at open house. The management/CEO may take necessary steps to address the problems. The reporting may be private also. The open house can be used for direct suggestions to management too.
Open house helps to build confidence in employees. It also helps in OD functions.
