Normally the functions being looked after by HR Department is like Competency of the people whose actions,jobs give rise to Significant environmental impacts.
As Mr. Sudhir has rightly that the HR is responsible for some supporting functions like Security, Conservance, Canteen, Scrap Disposal and Training.
You have to impart the Training/awarenes on significant environmental aspects/impacts and the respective records shall be maintained.
Need to assure the competence of the people if outsourced again w.r.t the significant aspects/impacts out of the activities they are performing.
