You can refer Federal Law no. 8 of 1980 on Regulating Labour Relations.
This is UAE labour law book. You can study the matter and the clauses which are applicble in our company can be kept in policy. All clauses may not be aplicable to your company.

Please check out these website which hosts their respective organization's policies and procedures in the uae. You can use certain topics pertaining to employees which do not go against the internal practices followed in your company, for formulating the employee handbook .
