please dear, what policy or method best gives a guide to promoting staff. a system where staff undergo appraisal and at the end some people are promoted to the next rank or some ge t salary review, what could be the best way to motivate or compensate staff for their efforts at the end of an appraisal

Promotion depends on the existing opportunities in the firm vis-a-vis to the best of capabilities which a talent has to offer. The readiness can be worked upon, through apprenticeship for the role. Support by the leadership team, to groom and work through the learning curve, will remain essential.
You may draw upon a standard rule to set the expectations of the talent who may join your firm. This standardization would depend on the bandwidth of opportunities in your firm and the support that you, as an employer, can provide the talent to grow.
