I think, productivity, quality, adabtability & flexibility to change, understanding client requirements and service excellence are the most important things to be brought to the discussion table. I don't know whether all this is contextually relevant to you but there could issues around these broad aspects that could be discussed.

You might want to findout from the managers what are their short term adn long term plans for their departments... and based on that figure out how HR can offer strategic support...
