We have a employee who wants his salary to be transfer to his brother bank account since he doesnt have the account in the bank which has the online transfer facility (Local Bank). Is it OK to to transfer his salary to his brother's account since he has reuested to do so?

No. If he don't have any account in the bank then better to give a chque / pay order or even you can on voucher for this month but you should not transfer the money in to his brother's account as he is not the employee.
