AS PER OUR FACTORY ACT THERE ARE TOTAL 15 Earned Leave (Applicable after working 240 days in a year or in 1 month after 20 days of working) and casual leave is allotted 3 in every quarter months i.e,. 9 CL and there are 3 national holidays named as independence day, republic day and 2nd october. the festival holidays are depends upon the company's standing orders,

Hi Poonam,
The national Holidays are four, Independance Day, Republic Day, Gandhi Jayanthi & May Day over and above this the remaining better to choose basing on the community ie., Ramzan / Bakrid, Christmas / Good Friday, Ugadi / Dashera etc to balance the interests of the employees and as well as you also need to look in to the circular relased by the Labour department under National Holidays / Festivals hence better to work out on the above grounds and finalize.
The minimum number is four because the Natioanl holidays are to be complied, over and above this it is the company's affordability, in case of organizations having unions then it is as per the negotiations and related agreements

Hi Poonam, ss above said national holidays are must. but while taking care of festivals, usually we see 10 holidays as the kind of standard every where
