Hello Farukh Shaikh:
As far as my experience goes, first time the Stability Certificate can be got from your architect/builder who constructed your factory. There is a specific format. This has to be furnished every five years to Deptt of Industrial Safety & Health or earlier with every modification/change you make to the building.
Subsequently, you can get it from any other registered Structural Engineer/Civil Engr.

Dear NDPL,
This is to inform you that format of the stability certificate is provided by the applicable Factory Rules & therefore first examine which State/ Central Factory Rules are applicable in your case & then have the format from those applicable Rules.
