Dear Seniors,
If the employee leaves the company after working hours of 30th October, 2011 then date of leaving should be 30th October, 2011 or 31st October, 2011 in his full & final settlement letter?
As per my personal view....
As has worked on 30th October, 2011 he was present on that day so how can be 30th October, 2011 would be his leaving date?

Please be concise on your statement. You have mentioned that "after working hours of 30th October". What is your organization's normal working hours? Again what type of organization are you with. If industry, then do you pay OT to employees for extra hours worked by them?
In general, if an employee worked a few hours extra, then his/her last working day remains the same. Unless and until the employee has worked the whole night OR has worked for more than 4-5 hours apart from his/her normal working hours.
