Can somebody help me with this question i just need a basic framework
Interview a manager. Ask him to evaluate his company’s training department in terms of training delivery, service, expertise, and contribution to the business. Ask him to explain the rationale for his evaluation. Summarize this information. Based on the information you gathered, make recommendations regarding how the training department can be improved.

Reading your post, I am of the view that you are thinking on the lines of conducting a competency based interview. But, there are some loose ends which if tightened, will yield brilliant results for your organisation.
