I wonder how got selected as HR MANAGER in a BPO FIRM without having basic knowledge about setting up HR DEPARTMENT. Do you have basic information about HRM and its associated CORE ACTIVITIES.

Have you recruited HRM PROFESSIONALS(entry level) to support your activities. Send me a test email. Will send you steps involved in setting up HR DEPARTMENT.
In the mean time, If your relative firm had started its operations
1) Kindly gather EMPLOYEE INFORMATION(CV, COPY OF TESTIMONIALS, etc ) to maintain EMPLOYEE COMMUNICATION FILE.
2) Draft COMPANY POLICIES as per your company requirements/standards.
3) kindly do acquire a copy of
3.1) LABOUR LAW applicable for your STATE.
3.2) EMPLOYEE TAXATION POLICIES applicable for the current FINANCIAL YEAR.

Don't Worry. Please follow CiteHR where you will get all info about Labour Laws and How to set up HR dept.
Labour laws are in books and notes and just follow the rules. To set up HR dept, Just prepare HR Manual which
will take to form a HR dept Rules.

Ionly belive in setting HR is Setting 3 basic HR functions
1. Statutory
2. Administration
3. Strategic
1. Statutory is one which takes care of PF, ESI, ALL Regulatories. This includes documentation required for External Audits as well
2. Administration , This caters to entire Facility mangement from Wash rooms to cafeteria. All serivces required by the employee
3. Strategic is one that aims at policy generation, establishing standards, talent acquisition, Training & development, all strategic functions of HR

As simple as it gets, follow what mr. SHAIK ABDUL KHADIR is saying & if still any problem just google it up.
I am student of HRM, we do a alot og google for hr & that is how i have land up here. What i feel out my internship experiences that hr is always a concept subject. if you get the basics right then your day-to-day activity can go on very easily. Ya for innovation & creative productivity in hr one needs to spend time with, which i am sure you will be able to do it once you get the basics right.
I have a ppt file of Setting up Hr dept, but due to reasons i am not able to attach it over. if you want you can email me. i'l send the file.
