I am appointed as a Hr in a company.My problem is that am a fresher and there was no Hr system.No one is here to guide me.with the help of this site i have prepared records,attendence sheet of employees,some policies.but here environment is totally undesciplined,how can i make well desciplined atmosphere here.

Great to hear that you have done yourself some system. Previously in your company there was no hr system so people may not be aware of the system. First talk to senior. Arrange one session with your seniors and all employee regarding HR discussion. People should know how important is our role.
It will take some time because this is new for them. When they know the importance of your work then you will received good response from their side. And I think this is good opportunity for you to learn. So take it positively.

Congratulation and I appreciate your work. Be social with your subordinates, management heads and employees. Understand the human psychology. Try to conduct some employee engagement activities for example celebrating employees birthdays, attending meetings etc. More importantly understand employees problems and respond them Quickly.
Be very much accurate with legal compliance and statutory documents.

I second Dhananjay, the environment and culture are sensitive areas. People and process are often governed by them. Please observe the innuendos before planning for any change. Fine little things, such as common language used or break time, may drill down to major issues. Please observe for the power center and the attitude of the decision maker towards the environment. Please read this discussion on a similar concern.

I am also working as HR only in an organisation where there was no HR department earlier and even i faced the same problem as all the employees here were not cooperating me , but by the time I did the efforts to make them understand about the department , that HR is for their benefit only not just for all the new policies and procedures, so by the time they are trying to understand its importance as i started interacting with them and understanding there problems and searched for its solutions, now we started celebrating bday also with some games and refreshments so that they feel involved and comfortable here, but even I face challenges in every new policy or rule made by the organisation , so every time i try and make them understand its benefits .
But it will take time to make them clear as it is a Human Psychology they can not be easily comfortable with the changes made .
My suggestion is to make HR Policies and simultaneously try and arrange some activities for their benefits so that they will support you with every procedure.

It is a great job done by you.Do Not feel inconfidant about your profession.Be bold to take steps to improve employees and employee status through training, welfare and fair dealing.Your Every activity in hr should focus on developing the employees in the interest of companys objectives and towards betterment of employees.And ofcourse last but not the least, "know your employees from the bottom of your heart.Have concern for them.

Any fresher who joins in HR must understand the nature of the company first and then access the exact requirements for the company. after accessing, list out all the personnel and HR functions that are required, tick what is already being in the process, for the rest of them, make a checklist and SOP for each and every activity with proper hierarchy. implement the same with clear forms and formats. It cannot be done overnight, this is a process, continuous process. after implementing the same, try to improvise so that any data or information could be easily had.
