Well you need to understand the role of HRD and the value of HRD in an Organisation first which is really important before talking about role and responsibilities of a HR Personnel. You need to know why HRD exist there in an Organisation and have to discover the work, functions and needs of HR first. To know about about whole HUMAN RESOURCE and the responsibilities is not so easy. you need to run step by step and have to learn with patience and carefully but for a brief of HR, HRD and Functions, we may proceed….

Human Resource Department (HRD) is a profession which includes broader range of activities to develop personnel inside of Organisations, career development, Training and Development, Performance Appraisal Policies. HRM is a part and parcel of HRD.

It is HR Manager who has responsibility for all of the functions that deal with the needs and activities of the organization's people including these areas of responsibility and it depends on the size of an Organisation….

In larger organizations, in the Human Resources Department, HR Generalist, the manager, and the director have clearly defined, separated roles in HR management with progressively more authority and responsibility in the hands of the manager, the director, and ultimately, the Vice President who may lead several departments including administration.
HR directors, and occasionally HR managers, may head up several different departments that are each led by functional or specialized HR staff such as the training manager, the compensation manager, or the recruiting manager.

Human Resources staff members are advocates for both the company and the people who work in the company. Consequently, a good HR professional performs a constant balancing act to meet both needs successfully.

Every person and function which comes under HRD have their own entity and Role & Responsibilities…

That was an example of initial stages of setting up of a HR Department and the procedure. In HRD everyone have his own entity/role & responsibility, Authority & Power at their level and all are doing their job towards the achievement of Organization Goals..
But who have the most important role in HRD, is a HR Manager. And in a HR Deptt there can be many managers for different-2 function like I said above..Training Manager, Compensation Manager, and so on..
And why a manger is most important, guess you have no question on it now as I'v already emphasized the value of a MANAGER..

Could you explain ,How HR Manager assign the roles to their staff like Requirement ,Compensation ,payroll ,so on........which factors base they assign work to their staff ,is it based on their graduation or skills?
Please give me explanation.........

Definitely it is based on skill..how can one assign a work to a person who dont have a skill to perform a work???
Could you please let me know your qualification and work experience etc..i would like to know more about you..
Second, In my earlier response, have mentioned all the details, procedure but it seems you are not getting the same...or there are some more doubts/question you have in your mind. if yes then go ahead...let me know what exactly you want..
Well if you are a manager and have to get a work done by someone, first thing you will do that you will find the person who have the relevant skills, knowledge and experience and able to perform. Subsequently, you will assign the work to this one..

Dear this is HR and there is no end of information and to learn the things in it..Its good that you are keen to learn these things but you also need time to understand the concepts..
