Wheather Contract Labour can claim for permanancy of Job, and also wheather they are eligible for Bonus.

Hi,
Can any one help me out on the following quarry;
As a Principal Employer should we file a yearly returns to the Labour department if we have less than 10 staffs under contract labour in each of 5 locations in Karnataka.
Please help me out to give an answer for the above.
