Each company has different expectation from there HR department.
It comes from the company culture.
Some companies mix adminstration with HR while in other are pure HR.
According to me HR role is to make Operational managers best HR for there department. For this HR team has to organise right training and workshop for better recruitment, career management, appraisal, ... and through different interviews with there team members, transfer the the respective teams feedback to the manager so that he/she can progress in human managerement of his/her team.
Operational manager is the first HR.
