I have been teaching HRM to MBA students and executives for several years but have no practical hand on this area. Now, I have got a chance to head and establish HR Department. Could you tell me from where to start and how to frame policies.

Establish the core component of what you believe HR is, in most cases, employee handbook, including polices, procedures etc etc.
As things are run differently in each country, you need to assess the requirements that you feel are of high priority.
For example in Australia, I believe the company culture, training and development and flexibility with employee's needs are at an all time high, along with increased demands for salary levels to be above the market rate and of course procedures and policies embedded within the company to ensure smooth operations.

This company is working for past 10 years but without any HR department. Today, company is growing @ 500%. Here comes my problem, there is no proper HR department. My boss has asked me to develop it. His focus is on designing organization structure, job analysis, and organization development. Could me please tell me the steps that I need to follow to do it strategically.
