Dear friends,
I require some help and suggestions in setting up a full-fledged HR department in an organisation. I have started with manpower planning. I have also prepared a questionnaire for the same. What should be the next thing that i must look into? Ours is a non -IT firm with a well established Personnael Department but No HR department.

If you have a personnel Department .. hence you have a base,, so setting up HR Department will be much easier.
Plan the job profile while planning other issue.
Well define the authority and responsibility of each employee so that there is no conflict with Personnel department .
there shall be good co-operation, no overlapping of fuction.

Thanks for replying. My organisation does have a personnel dept but they are only focused on the duties of personnel dept. I am sure there wud not be any conflicts anyhow but my main concern is introducing the systematic and organised ways of HR. How shud i go abt tht? we have a huge employee number but there isnt much focus on skills required. Hence the company ends up paying large salaries without gaining much productivity from the employees.

Dear Mashrita,
HR do not increase the productivity directly but off course act directly effect the productivity;
a) Firstly plan out the HR activities half yearly or yearly such as Training calender, programm (Issue shall be choosen to attract the people)
b) Arrange small program at first low budget such as safety quiz, or game etc
c) Most important : Make a Survey of the employee- feel their pulse, what they need, what they expect from the Management.
Over and above its very difficult to define what your organisation & people wants its all depends upon the cultural enviroment, mind setup etc I am not sure which state is your factory, what is the number of employee (category wise) what do your factory produce, etc. These factors do also let us define what is to be done. if it is labour intensive then we have to act otherwise

Hope payroll, leave management, attendance must be taken care by your Personnel.
To start with and keep it simple, you can work on -
a. Recruitment & Selection procedure
b. Proper Induction and Exit formalities
b. Set up Training guidelines - technical trainings, soft skill / behavioural trainings
c. Effective Performance Appraisal method
d. Employee engagement activities
As you go along, you will find the scope for new tasks.

I am also doing the same job as like you, for the better beginning you should prepare organization chart (Consolidated and dept. Wise) roles, responsibilities,authorities and reporting system for each every designation should be defined. It will help us in the recruitment process and in the Performance management.
