What is the term for the phenomenon wherein candidates collect their offer letter yet do not eventually join the company?

After the acceptance offer letter many time candidate not join the company, but many time after issueing offer letter the company also refuse to give joining,
But I think we should write and agreement after the acceptance of offer letter to employee and agrreement should be clear show the result of noncomply the agreement till Joining.

You have issued the Offer letter to a candidate. Have you obtained a signature on the second copy stating that he is accepting the offer and join on some specific date.
In that acceptance sign column itself you can add one more clause as mentioned by Mr. Ashok Jangra.
Otherwise you cannot take any legal action or any penalty for non compliance.

why are u after the unwilling candidates? leave them and chase some serious candidates. In current job market, many candidates collect offer letters as many and join as per their choice (like the old joke, Love three, select two and Marry one).

What I was looking for when I posted the question was the terminology. I apologize for not making it clear enough. I'm a student of MBA in Bangalore, doing my internship in the Recruitment Department of an IT Co. My current project title, which I'm working on, is Evaluation of the impression made by the Co.'s Recruitment & Selection process on candidates that did not take up the job offers. I'd like to simplify the title a bit and was therefore looking for the term for such occurences.
