As an HR u need to understand why the need of this policy
Then u need to make those people understand why we need to adher to this policy i.e from safety as well as law point of few
There has to be awarness camps held periodically before this policy is been implemented
You need to get in touch with the Operational head and dicuss with him what kind of instruments / temperature and harmful chemcials this employees have to deal with day in and day out accordingly you need to draft the policy
You also need to have sign boards made at each and evey juncture of enterance of the factory or operational floor

I am from Malaysia and am a qualified Safety & Health Officer. It is a pre-requisite for some companies, especially in manufacturing, oil and gas and construction companies (projects exceeding RM2 million) to have full time safety officers employed.
There are many projects you can write on or alternatively you can pick an industry eg. healthcare and concentrate on the different types of safety, health and welfare issues in that particular industry.
