Hi Devika,
You will have to first understand what kind of employees are ther in the concerned organisation. Then you may select a sample. There are two ways to select a sample either HORIZONTAL or VERTICAL.
Then through QUESTINAIRE you can find out from incumbents skills required to do their job... You can even opt for 360 degree feddback.
Then from data you can find out competency required to do a particular job and set it as standard and then compare employees competencies with it to find out what action to be taken.
