Try to gather genuine information/reason from those who failed to attend TRAINING PROGRAM. Once you evaluate/analyze their reasons, you are welcome to take DISCIPLINARY ACTION.
If its IN-HOUSE TRAINING PROGRAM delivered by IN-HOUSE TRAINER then, their won't be any FINANCIAL LOSS to the organisation but, if the training is delivered by THIRD PARTY, its a LOSS for an organisation.
I hope you had intimated participants by giving them schedule,well in advance, about the TRAINING SESSION.

First you try to analyze as why STAFF had FAILED TO ATTEND THE TRAINING PROGRAM. Based on your analysis, you can initiate DISCIPLINARY ACTION.
Kindly do remember, don't let your STAFF to repeat the same mistakes again and again else there will be no value for TRAINING PROGRAMS, TRAINER and the DISCIPLINARY ACTION, initiated.

I have clearly intimated to them thru telephone and also get confirmed by their Department Heads. later i also sent an email to the individual what was the reason behind for not attending the training program but no answer.They could have replied if they could have assigned by some work. pls suggest how do we go about it
Pls suggest how to punish them thru HR practise i really want to put stopping point. if its prolong then the other attendees will do the same.

Do you have HR POLICY framed and approved by your TOP MANAGEMENT for EMPLOYEE TRAINING & DEVELOPMENT PROGRAMMES? It should also include CONSEQUENCES ONE MAY FACE and DISCIPLINARY MEASURES against those FAILING TO ATTEND despite providing them RELEVANT INFORMATION in WRITTEN.

1) First, you seek REASON(IN WRITTEN) FOR NOT ATTENDING THE TRAINING PROGRAMME.
2) Seek inputs from respective Department Heads as what action can be initiated because it is the RESPONSIBILITY of the DEPARTMENT HEADS to ensure that their TEAM MEMBERS attend training programme, without fail. Do verify reasons submitted with DEPARTMENT HEADS.
3) Kindly submit, list of NOMINEES(ABSENTEES) to your TOP MANAGEMENT along with the valid reasons as received by you.
4) If your TOP MANAGEMENT permits you to initiate DISCIPLINARY ACTION then you may issue "MEMO" and this can also be correlated with EMPLOYEE PMS.

ACTION INITIATE SHOULD EDUCATE YOUR EMPLOYEES ON A BROADER SPECTRUM and SHOULD MAKE THEM REALIZE THAT, SUCH MISTAKES NOT TO BE REPEATED IN FUTURE, UNDER ANY CIRCUMSTANCES.
