Yes, because the project manager are technical person and HR manager is non technical. All the fields and stream have high demand for technical persons and low demand for non technical.
Technical persons are like Project, IT, Operations, electriicans, carpenters, architects etc.
Non technical may consist of HR, Complaince, Legal / Advisors, administration, accounts etc.

See Every Profile has it own importance , roles and its own responsibilities. Never compare with one profile with other.
My opinion would be that both plays a major role in their respective organizations. And both has almost equal value.
